In Accordance with West Virginia Code 18-5-14 and 18-5A-5, each school will establish a Faculty Senate; and to enable the Board to receive information, comments, and suggestions directly from Faculty Senates regarding broad guidelines for oversight procedures, standards of accountability, and planning for future needs, the following links are established between the Board and Faculty Senates:
Each Faculty Senate is encouraged to appoint a representative to each of the Master Plan standing committees for direct input to systemwide planning efforts.
Each Faculty Senate will be provided an opportunity to examine, comment upon, and make suggestions concerning any proposed policy under consideration by the Board, according to the policy on Policy Adoption (2001).
As fully participating members of the local School Improvement Councils, faculty who are appointed to those councils will provide linkage between the Faculty Senate, council and the Board, and convey information and action from the Board and local council to the Faculty Senate, and, likewise, serve to inform the local council and Board through membership on the Master Plan standing committees.

A strength of Elm Grove Elementary School is the family behind every student. Parents hold high expectations for their children and appreciate the staff as an extension of the family. They support their children by attending school functions, volunteering their time and talents in many ways, and working through parent-teacher organizations.

West Virginia Education Fund PARTNERSHIPS IN EDUCATION recognizing that education is a joint venture between school and communities; schools are an integral part of every community, a key element in economic growth, and everyone has a stake in quality education; and the most effective unit of educational improvement in the individual school.
Elm Grove Elementary School, Wesbanco, Chambers YMCA, Elm Grove United Methodist Church, Cardinal Health, OVMC Emstar, Wheeling Community Child Care, Wheeling Jesuit University, and St. John's Children Home are "Partners In Education".
Standards for this partnership include:
To begin with the support of the chief executive officers and top management.
To set objectives which support school and curriculum goals.
To include a participative learning component.
To have a positive impact on students.
To utilize human resources as a basic element.
To conform to school and company policies.
To exhibit non-discriminatory practices (i.e., race, creed, sex), and to respect human dignity.
For flexibility to characterize the relationship.
To create mutual relationship in which both parties share in the planning, implementation, accountability, and benefits.
To share pertinent information with the Education Fund staff on a regular basis so that others may benefit from our experiences.
Provides suggestions for the involvement of parents in their child's education
Makes recommendations on implementing new programs
Promotes school volunteers and mentorship programs
Encourages the use of school facilities for community activities
Encourages advice and suggestions from the business community.
