Elm Grove Elementary School, located in Wheeling, West Virginia, is a one-story, modern brick structure which has been serving the community since 1975. It is located in a semi-rural area surrounded by 8.81 acres of land. The population is that of a split socio-economic community.

Although the staff of Elm Grove School services a diversified population with a variety of exceptionalities, a positive atmosphere which involves raising the expectations for all students and parents is clearly evident. Performance standards and the expectation of all students to master their age-grade level objectives, clearly says to students, "You can learn, and we'll see that you do learn."
